Foundations

The Industrial Strategy five foundations of productivity – Ideas, People, Infrastructure, Business Environment and Places – are the essential attributes to a successful economy. The Foundations metrics will track progress towards each of the Foundations related outcomes.

The Foundations focus on the broad ambitions of creating the world’s most innovative economy; generating good jobs and higher earning power; driving a major upgrade to the UK’s infrastructure; making the UK the best place and grow a business; and that there are prosperous communities throughout the country.

Places

The UK has world-leading businesses located around the country. Our cities, towns and rural areas have competitive advantages essential to shaping our economic future. The Industrial Strategy is building on the strong foundations of our city, growth and devolution deals and continue to work in partnership with local leaders to drive productivity. The Industrial Strategy is introducing new policies to improve skills in all parts of the country, create more connected infrastructure, back innovation strengths, ensure land is available for housing growth and strengthen our cultural assets.

The Places Foundation sits across, as a regional lens applied across the Foundations (although agglomeration and place-concentrated effects could feed into the growth in multi-factor productivity). Whilst Places is described as a Foundation, it includes taking a locally led approach to growth (for example through Local Industrial Strategies), as well as promoting spill-over effects that contribute to multi-factor productivity (for example, through encouraging clusters through the Strength in Places Fund, and funding improvements to intra-city transport). There is also a spatial dimension to Industrial Strategy policies, which will have impact in different places to different extents.
